Amidst a storm of financial woes, the media has neglected to properly cover the story about RGGI, the first mandatory, market-based effort in the US to reduce greenhouse gas emissions. It is essentially the nations first cap-and-trade system. RGGI is one of three regional assocaitons of states that have been formed to institute cap-and-trade programs. The other two are the Midwestern Regional Greenhouse Gas Reduction Accord and the Western Climate Initiative.
