Polling Mystery

I can't quite figure out the reasoning behind some polls. Take, for example, the Gallup economic outlook poll. 86% say the economic outlook is getting worse and 11% say it is getting better. Who are those 11%? I concluded that they must be a mix of people: die-hard optimists, people joking around, ignorant people (those who aren't following the economy), and those who are so unaffected by this (so far) that they are oblivious to the economic zeitgeist.
