I agree with Tyler on the point that the number of terrorist remain the same (or simply go back to the pre-arrests era), but I would argue that releasing the suspected terrorists while knowing they will return to fight does not make much sense.
Those terrorist once held in prison but now returned to the free world may have more resentment against the United States and its allies after years of imprisonment, than those who are “already “free,” unless they converted their faith and philosophy while in prison. They are tougher to fight against. And do you want to spend your resources to catch or kill a terrorist who was once in your custody AGAIN? Does this sound “sound” even from the economical point of view?
