Tsukiji to Cut Off Tourists

The new rules are supposed to go in effect in April 2008. I'm not quite sure the meaning of "voluntarily refrain from coming," but it is probably a hands-off, polite way to say please only come if absolutely necessary. As in "we won't kick you out if you come but we may give you a hard time about certain things." Under the new rules, visitors will be required to submit an application in advance of their visit.

"The Tsukiji Fish Market, one of Tokyo's most popular and well-known tourist draws, has adopted rules urging visitors to voluntarily 'refrain from coming,' because of sanitation concerns and the disruptions they pose to auctions."

haha, that's a Japanese way to say "no." Becasue those who don't have a permit will be allowed to enter the market anyway, it doesn't seem to change much other than the market now can impose a set of rules to those who behave badly.
